BERLIN, Germany, June 16.— The German l government today rejected as invalid the I decision of the German-American mixed I claims commission holding the reich guilty i of sabotage, fraud and collusion in its de-: fense against charges of responsibility for I the Black Tom and Kingsland munitions explosions. In a dispatch from Washington advising the German people for the first i time of the adverse decision the offficiai agency D. N. B. said: "The decision ob- ! viously intended to touch off a new anti- German agitation campaign results from a violation of regulations and procedure. It is, therefore, naturally invalid. The German t government reserves to itself suitable steps."
