The Earl of Perth, former Secretary General of the League of Nations and Ambassador to Rome, will work with Richard Butler, under-secre-5 tary for Foreign Affairs. Under them, the department will be streamlined so it can be quickly converted into a ministry of infor-i mation, with Lord Perth taking full cabinet rank. -»
