NEW SHIPPING RATES STANTON, Del., June 16.— John Yocum, manager of express traffic for the Pennsylvania Railroad, who for many years has been instrumental in making up shipments of horses from coast to coast for owners of racing stables, announced here today that his appeal for low rate reductions on horse car shipments would be accepted and that the new rates will go into effect June 26 or 27. The rate reduction will bring a saving of from 5 to 0 on carload lots in the area to include Wheeling Downs, Delaware Park, tracks in Maryland and Long Island.
