H., June 21— Comple-■ tion of the channel under the hull of the sunken submarine, Squalus, with its cargo of twenty-six dead, will soon be able .to add its mute testimony to the evidence now being presented before a naval board of inquiry by thirty-three survivors. Successful driving of the channel came soon after the four-man inquiry board had heard Lieut. Oliver F. Naquin, commander of the Squalus, tes-o tify that a safety device suggested and dis-e carded eighteen years ago would have saved his vessel if failure of the induction valve was the cause of the sinking.
