MAKE FURTHER CONCESSIONS LONDON, England, June 21.— Trying to rush conclusion of a three-power pact, including Fiance, Britain and Russia, the British foreign office again sent new instructions to William Strang, the special emissary in Moscow. With Russia proving cool to British propositions, Strang was ordered to make further concessions to the Soviet viewpoint with regard to guarantees to the Baltic states. The new formula suggests I that aid be promised Russias neighbors, I without naming them, whether or not the I Baltic states resist aggression, but provided Russias security is menaced.
