Dugan Is Well Known In Louisville Circles Kentucky Commission Secretary-Has Held Va rious Public Posts LOUISVILLE, Ky., May 31.— John F. Dugan, who recently was appointed secretary of the Kentucky State Racing Commission, by Gov. Lawrence Wetherby, is well known in civic circles in this area. A native of this city, Dugan is 49 years of age and married. He attended-Centre College and Notre Dame Universty and following his graduation became interested in both city and state politics in the Democratic party and is no stranger on the national scene either. Dugan served two terms as clerk of the Kentucky Senate at Frankfort and also was secretary of the State Railroad Commission. Prior to his appointment to the secretaryship of the racing commission, he was secretary-treasurer of the Sinking Fund for the city of Louisville. The Sinking Fund handles all the citys finances . In taking over his new post, Dugan succeeds Keene Daingerfield, prominent steward at several tracks in the Middle West. , i
