Racing Referendum Measure Beaten in Missouri House ST. LOUIS. Mo.. May 8. — Rep. Raymond B. Hopfinger of St. Louis County, saw his bill to permit horse racing in Missouri beaten Tuesday when the House at Jefferson City, Mo., defeated the measure by a 88-32 count. Under the Hopfinger proposal the right to legalize racing would have been submitted to the voters in the 1958 general election. Had it eventually become law. the revenue to the state, according to the proposal, would approximate 0,000,000 annually. A bill in the House to legalize wagering on a county-to-county local option basis was shelved last March but there is still another bill in the Senate that is pending.
