PLAN TO HANDLE BAD ACTORS Fractious Horses to Be: Allowed to Start at Washington Park Under New Rules. HOMEWOOD, 111., May 25 An effort will be made during the current Washington Park meeting to abolish the schooling list and in its place substitute a creditable working arrangement whereby owners and trainers may at all times race horses which formerly would have been placed on the schooling list. The plan, as worked out by racing secretary C. J. McLennan and starter Roy Dick-erson, follows: When a horses action at the post would necessarily warrant his being placed on the schooling list the owner and trainer will receive a written notice from the starter to school his horse each morning, weather permitting, from the time he receives notice until he is advised by the starter or his assistant that his horse has schooled sufficiently. In the meantime, said horse will be permitted to enter and start in any race at any time, providing, however, that he has schooled each morning. Failure to school will automatically bar the horse from starting until officially approved by the starter.
