KILL REFERENDUM BILL PROVIDENCE, R. I., April 14. By a close margin of five to four, a special legislative committee this afternoon killed a bill providing foV a referendum on the pari-mutuel betting law at Rhode Islands horse race track, Narragansett Park. One Democrat and three Republicans voted for the bill, while five Democrats were opposed. The action climaxed a fight which began last fall between Walter E. OHara, ousted Gansett head and Gov. Robert E. Quinn. Only a two-thirds vote in both branches of the legislature could bring the bill up for debate and vote.
