PRESIDENT TO REMAIN SILENT ON NEUTRALITY WASHINGTON, D. C, May 3— White House officials indicated clearly today that- President Roosevelt intends to remain silent on the international situation. Although many interests have been urging the Chief Executive to go on the radio and further amplify Americas position, his aides said they had little prospect of such a move. "When the picture has regained a little better balance, why tip the scales?" asked one attache. Similarly, doubt was expressed that Mr. Roosevelt would address any communication to Congress on the subject of neutrality, either by way of special message or a letter to committee chairman. The Presidents view on neutrality, it was said, was fully expressed in his January message to Congress. At the time he urged revision of the present law to make it more flexible and give the Chief Executive greater discretion. J
