PORTRAIT FOR WHITE HOUSE WASHINGTON, D. C, May 3.— The House Library Committee reported favorably a bill to provide funds for an oil portrait of former President Hoover to be placed in the White House. Hoover is the only ex-President whose picture is not displayed in the Presidential mansion.
