MILITARY COLLABORATION PARIS, France, May 20.— The French government today drafted a completed plan designed to overcome all obstacles in the way of Anglo-Soviet military collaboration against Nazi and Fascist aggression in Europe. The proposal, binding Britain to go to Russia s assistance in the event of attack was drawn up for presentation to Ivan Maisky, Russian ambassador to London who arrived in Paris today for a tri-partite conference on the situation. It will be discussed by Maisky and British Foreign Secretary Viscount Halifax, who came here for the talks en route to the League of Nations council meeting at Geneva Monday.
