PUT TEETH IN LAW ALBANY, N. Y., May 20.— The assembly today passed without opposition the bill sponsored by Senator John J. Dunnigan, of New York, minority Democratic leader in the Senate, to amend the act in relation to the formation of corporations for raising, breeding and improving the breed of horses. This amendment by Senator Dunnigan amends the present law and provides that the state racing commission and two stewards of The Jockey Club, or National Steeplechase Association, at a joint session and acting as a board, shall have the power to suspend or revoke any license granted owners, breeders, trainers, jockeys and others connected with the race horse meetings after giving licensee a reasonable opportunity to be heard. This bill already has been passed by the Senate and now has been transmitted to Governor Lehman for approval.
