/ TRIPARTITE AGREEMENT LONDON, England, May 23— A detailed draft of a powerful Anglo-French-Russian military alliance opposing further Nazi-Fascist expansion at the expense of small nations will be presented to the British cabinet tomorrow at its regular meeting by Foreign Secretary Lord Halifax, it was understood today. Prime Minister Chamberlain and his ministers held a special meeting today, so that internal business can be cleared up, leaving tomorrows session free for consideration of the pact with Russia. Lord Halifax was due to return from the League of Nations council session in Geneva in time for tomorrows meeting. The plan he will lay before the cabinet, it was said, has the full approval of Moscow. The sole stumbling block in the path of completion of the London-Paris-Moscow alliance appeared to be Polish reluctance to permit Soviet soldiers on Polish territory, even though the Red army might be coming to Polands aid. Negotiations are under way to persuade the Warsaw government to modify its attitude and thus clear the way for conclusion of the triple anti-aggression pact. Objections similar to Polands are anticipated also from Rumania, which, like Poland, is guaranteed aid in the event of attack under terms of the proposed three-power accord.
