I ! OHICAGOAN BEFORE CONGRESS WASHINGTON, D. C, May 23.— Oberlin M. Carter, of Chicago, former army officer, who is now eighty-three, appeared before a Congressional committee pleading with the latter body to approve legislation which would nullify a court martial imposed on him forty years ago. Carter maintains that the evidence produced against him was fraudulent when in 1898 he was found guilty of defrauding the government in improving the harbor of Savannah, Ga. He was dismissed from the. service and given a five-year prison sentence at Leavenworth. He served the term and has spent the rest of the years seeking vindication.
