AMERICA BETTER PREPARED NEW YORK, N. Y., June 20.— There would be no frantic scurrying around for tools and dies, no hurried adoption of foreign rifles and equipment when and if America again must fight. "America is far better prepared today than at any time in her history," Louis Johnson, assistant secretary of war, asserted today. "It took us fourteen months to get, the first division on the fighting line in the last war," he said. "Some items ordered at the outset of our participation in that warj were not finished until 1922. That will not happen again. We are incomparably better! prepared, but there is much yet to be done.j
