SEEK BELLIGERENT RIGHTS TOKYO, Japan, June 23.— A petition to Emporer Hirohito requesting him to demand belligerent rights for Japan was delivered today to the lord keeper of the privy seal. Kurahei Yuasa, by high members of the Japanese hierarchy. The petition, signed by one former ambassador, a member of the house of peers, a veteran publicist, and one senator of the reactionary camp, declared that the only way to terminate the Sino-Japanese i conflict speedily would be by invocation ol j belligerent rights, which would enable the Japanese navy to cut off supplies to Gen-1 eral Chiang Kai-Shek.
