Foster, secretary of the Illinois | Racing Commission, will be at Arlington [ Park Saturday, Sunday and Monday morn- ings to issue licenses to trainers, jockeys and stable attaches. Foster is eager to get as " much of this work accomplished as possible " before the Arlington meeting opens Monday, • and solicits the co-operation of the horsemen in this connection.
