5 5 . SOVIETS STILL DISPLEASED LONDON, England, June 23.— OvernighL advices from Moscow today said the Soviets are still displeased with the Anglo-French formula for a three-power alliance. The Soviets want the Baltic states, Finland, Lat via and Estonia, whose independence she wishes guaranteed, tc be named specifically in the pact. New instructions, therefore, have been sent to Sir William Seeds, British ambassador in Moscow. Britain and France were unwilling to name the Baltic countries, because the latter states wish to avoid any infringement on their neutrality.
