MANNING SIEGFRIED LINE PARIS, France, June 23.— Germany is rushing preparations for new action on the most gigantic-scale since she started the vast struggle of power politics. According to information arriving in Paris today through various channels, German troop movements along the Siegfried lines fronting France and along the Belgian, Dutch and Polish borders, are more than routine maneuvers, as the Reich professes. In reality, Paris heard Germany is completely manning those frontiers on a war basis. Troops are being billeted in private homes in the Saar land and Palatinate, adjoining France. Preparations are being rushed to complete the harvest as early as possible and transport the grain into the interior of Germany.
