PARI-MUTUEL BETTING.. With the exception of the tracks in the state of New York, the Pari-Mutuel system of betting prevails at all other race courses in • the United States and Canada. At some it is called "Certificates" or "Donations" but essentially it is the same — Pari-Mutuels. The distinguishing feature of mutuel betting is that it is the public that makes the odds.
