One, Cecil Davis, hon- ! orary agent of the New Zealand government, was thrice slapped in the face with his : passport for saying "Thanks" when ordered i to strip. The other involved in the incident, . the ninth to occur since enforcement of the Japanese blockade of the foreign con- cession, was John Whitewright. The British consul, Major G. A. Herbert, renewed his previous protests against such treatment and sent a full report to London. a
