MORE FRENCH REGULATIONS PARIS, France, June 21. — Additional regulations of a war-time nature were ordered by the council of ministers today to cope with growing European tension. Decrees included: construction of a submarine to replace the Phenix, which sank off Indo-China last week with a loss of seventy-one lives; increased jurisdiction over foreigners, extending the latitude of the courts in punishing criminal offenses, and new restrictions on the distribution of pamphlets published abroad, a measure aimed at Nazi propa ganda in frontier zones.
