KAISER EXPRESSES VIEWS LONDON, England, June 24.— Former Kaiser Wihelm, the last of the Hohenzollern emperors who dreamed of a Germany supreme . throughout the world, believes that t any attempt at world domination by Reichs-fuehrer Adolf Hitler is foredoomed to failure.
