Disclose Payment Proposal In Meadows Charity Case SAN FRANCISCO, Calif., Aug. 26. A deferred payment proposal to satisfy half a million dollars in charity funds has been advanced by Joseph Cohen, according to a disclosure by Edmund G. Brown, attorney general of California. Cohen is vice-president of the California Jockey Club which owns and operates the track. Brown said that he told representatives of the club that he would present the plan to the court for approval if it was submitted by the directors of the organization and backed by adequate security for payment. As a result of a suit by Brown, claiming that approximately 00,000 was misused by William P. Kyne, general manager of Bay Meadows, the track is in receivership. It is alleged that some 00,000 was spent in financing Portland Meadows, a race course at Portland, Oregon.
