Rutchick States Inequity Of Proposal on Helmets New York Horsemen, in Poll, Oppose Double-Standard Rule BELMONT PARK, Elmont, L. I., N. Y., June 26. — Sol Rutchick, president of the New York Division of the Horsemens Benevolent and Protective Association, said today he "deplores the inequity of the proposal recommended by the Rules and Procedure Committee of the NASRC that in all stakes and handicaps, the Caliente safety helmets be considered as weight regardless of how much weight a horse has been assigned and that in all other races, the weight of the safety helmet will not be considered in the weights announced by the racing secretary. " Rutchick said that he had been asked for an expression of his opinion by New York horsemen. He said that he first polled the various members of his committee, then extended his queries to other horsemen in his division. Following these moves, he issued this statement: "New York horsemen are opposed to a rule that has a double standard — one for stake races and another for overnight races. In addition, they are unanimously in favor of helmets being included in the weight of equipment carried by all horses and, if need be, the scale of weights in all races could be increased a pound or two to eliminate a hardship to our heavier jockeys making weight."
