Commission Rulings Reported to Daily Racing Form COLUMBUS, Ohio, June 26. — Changes in the Ohio rules of racing recently approved by the State Racing Commision and now in effect follow.: Rule 130 — The rule to be amended by . the formation of a second paragraph composed of the following sentence: "With respect to any such horse its place of stabling shall, for the purpose of the application of these rules, be deemed and considered to be a portion of "the premises of a permit holder." Amended rule to read: "No entry shall be received of any horse not stabled on the grounds of the permit holder unless its stabling elsewhere has been approved by the permit holder. "With respect to any such horse its place of stabling shall, for the purpose of the application of these rules, be deemed and considered to be a portion of the premises of a permit holder. " Rule 308 — New rule to read: "Every permit holder shall at all times maintain its premises and race track in good condition with special consideration for the comfort and safety of the public, of the horses stabled, exercising or entered to race thereat, and all those whose business required their attendance thereat, and" to this end shall have available adequate and proper implements to maintain a uniform track, weather conditions permitting." Rule 309 — -New rule to read: "Every permit holder shall furnish and maintain at least one man ambulance and at least one horse ambulance each day that its track may be open for racing or exercising horses, equipped, ready for immediate duty, and to be placed at an entrance to the racing strip, so that no time may be lost in -answering calls." Rule 310 — New rule to read: "Every permit holder shall install and maintain at its track flood lights to provide adequate illumination of the stable area at night and such patrol system as may be approved by the commission." Rule 311 — New rule to read: "Every permit holder shall provide proper and well-located boxes or pits for separately receiving "stable manure and other refuse, situated well distant from living quarters, and such boxes and pits shall be emptied and their contents entirely removed from the premises of the permit holder except Sundays, and the areas sprayed or dusted for insects each day." Rule 312 — New rule to read: "Every permit holder shall on every racing day provide and maintain in a strictly sanitary condition such adequate toilets, wash rooms and facilities for furnishing drinking water, for its patrons and persons having business at the track as may be reasonably required by the commission." Rule 313 — New rule to read: "Unless authorized by the permit holder and,by the commission, no printed material dealing with odds, horses or the races shall be sold, peddled or given away within any part of the premises of the permit holder, its entrances, approaches or places within its control. The permit holder shall not grant permission to sell any tip sheet, pamphlet or other publication making false or- unwarranted representations. Nothing herein contained shall be construed as applicable to any newspaper, periodical, weekly or monthly magazine of general circulations or to the official track programs." Rule 314 — New rule to read : "Every permit holder shall pay particular care to the cleanliness, sanitation, and the appearance of the jockeys quarters to the end that they may be clean, sanitary and suitable at all times." Rule 315 — New rule to read: "Every permit holder shall provide adequate and sanitary living quarters, with proper sanitary arrangements and heating facilities pertaining thereto, for stable employes." Rule 316 — New rule to, read: "Every permit holder shall equip and maintain on its premises a temporary hospital equipped with first-aid appliances and material, and shall provide the attendance of one or more physicians and registered nurses thereat during racing hours."
