EXPECTS WAGE-HOUR LAW TEST WASHINGTON, D. C, Dec. 14 Elmer F. Andrews, administrator of the wage-hour law, commented that the law will probably run into court tests in both New York and South Carolina, within the next few weeks. Andrews stated there are 3,000 complaints on file charging violation of the act and that he intended to continue a policy of leniency toward employers whose violations were "honest mistakes." A
