DEADLOCK IN NEGOTIATIONS NEW YORK, N. Y., April 7. Bituminous coal operators and United Mine Workers, deadlocked here in negotiations for a contract to govern operations of about 320,000 miners now in idleness, yesterday accepted federal intervention. Shortly after -the federal labor department offered its services in mediating the differences between the subcommittee of eight negotiators, James F. Dewey, a labor department conciliator, was called into-the conference.
