RIGGS DEFEATS SHIELDS HOT SPRINGS, Va., April 28— Bobby Riggs of Chicago won a straight set over Frank Shields of New York, 6-3 and 8-6, thus moving into the semi-finals in the annual. Hot Springs invitation tennis tournament.
