GREAT BRITAIN PREPARED NEW YORK, N. Y., April 28.— Sir Louis Beale, British commissioner-general to the New York Worlds Fair, declared today that Britain is fully prepared to meet any eventuality in Europe. Sir Louis statement came as a complete surprise to reporters, who were being guided about the British pavilion. He said, "Please run this headline: Britain Prepared." Then he added, "It is significant, in view of Hitlers speech. It means that we, the British exhibit, will open on time Sunday, and it has another meaning, too." Pointing to the magna charta, brought here from England as one of the principal exhibits, Sir Louis said, "This is the original % magna charta. If you read the message it contains you will see that the price of liberty is fight." .
