WELCH ELECTED PRESIDENT PAWTUCKET, R. I., April 28— Edward Welch, turf writer of the Boston Globe, was elected president of the New England Turf Writers Assn, at the annual meeting of the organization at the Hotel Lenox, Boston, last night. Norman Charlton of Daily Racing Form was elected vice president and Bill McAuley, turf writer for the Boston Record, was named secretary-treasurer.
