NINE RACES DERBY DAY LOUISVILLE, Ky., April 28— The racing program at Churchill Downs on Derby Day will consist of nine events, the field for the first race reaching the post at 12 oclock noon. Post time for the Derby will be approximately 4:30 oclock, Central Standard Time. Windows for the sale of mutuel tickets on the Derby will open at 10 a. m., while the sale of tickets on the first race will start one hour later.
