RACE TO BEAT PENALTIES WASHINGTON, D. C, May 25.— In an effort to beat the April 23 deadline for the treasurys penalty duties, Germany shipped almost 9,000,000 worth of goods to the United States last month, or almost three times the volume in March, the Department of Commerce reported today. Heavy shipments of German cameras, dyes, musical instruments, steel pipes and tubes, and coal tar products came to the United States last month just prior to the date on which an average 25 per cent tariff increase was placed on virtually all imports of German origin. The United States penalty duty was invoked as an economic reprisal against the Nazi export subsidy program.
