JAPAN CLAIMS RIGHT TOKYO, Japan, May 25.— Japan has a legal right to send her forces into International Settlements in Chinese cities, a Japanese foreign office spokesman insisted today. The spokesman rejected American and British assertions that the present is not a suitable time for making administrative changes in the foreign areas, and claimed that Japan is justified in acting to eliminate anti-Japanese "terrorism" in the settlements. High Japanese authorities in Shanghai, meanwhile, declared Japan is determined to obtain satisfaction of her demands- for control of the I Municipal Council at the Kulangsu Interna-I tional Settlement at Amoy, South Chinese | port, where United States, British, French and Japanese warships are gathered.
