TRIPLE ALLIANCE PACT LONDON, England, May 26. — A detailed draft of Britains proposals for an Anglo-French-Russian pact was dispatched today to Sir William Seeds, British ambassador to Moscow. London authorities assumed Ivan Maisky, Soviet envoy to Britain, will be in position to discuss the Russian reply with foreign secretary Lord Halifax next week. Decision of the cabinet to enter into the agreement with the Soviets was approved by virtually the entire press and by conservative parliamentary circles. It is generally agreed the projected pact calls for concerned action in the event that Britain, France or Russia -are attacked.
