JAPS REJECT PROTEST " TOKIO, Japan, June 22.— In a written reply, the Japanese consul-general at Amoy today rejected a parallel British, French and American protest over the food shortage arising from the Japanese blockade of Kulangsu, Amoys international settlement, Declaring the shortage was unavoidable, the Japanese note stated that a continued ban on Chinese water traffic was necessary to | prevent anti-Japanese elements from entering the concession.
