New Illinois Rule.. The Illinois Racing Boards at its meeting on May 27, 1942, adopted the following new rule: "323. Each horse which runs a dead heat for first place in a race shall be deemed a winner of that race and shall be liable, as such winner, to any disability or penalty attaching to same, but only in the amount of winnings actually received.
