—■ ■ — ■ Texas Mutuel Bill Suffers Defeat Permission to Introduce Measure Withdrawn After Previously Being Given AUSTIN, Texas, May 17.— A bill to permit pari-mutuel wagering and licensing of horse-race tracks in Texas was short-lived in the House of Representatives this morning. As is customary, the House automatically voiced no opposition when Representative Arnold J. Vale of Rio Grande City asked unanimous permission to introduce the bill, which is identical with House Bill Six of the fiftieth legislature. Within a few minutes, however, representative Jim Lindsey of Boston called attention to the nature of the measure and the House reconsidered, 70 to 35, the vote by which it granted permission for introduction of the bill. On the subsequent direct vote, the House refused to allow introduction of the bill, 68 to 32. Both Vale and representative Sam Hanna of Dallas tried in vain to get the House to continue its permission to send the bill through the legislative channels. "At the time the Horse Race Commission was abolished, they didnt abolish anything but the tax," Vale continued. "The horses are still running. We need encouragement in order to have better facilities for breeding horses." Provisions of Bill Provisions of the bill included 1 Establishment of a horse racing commission; 2 Permitting horse race meetings and operation of pari-mutuel pools in connection therewith only under license of the commission;" 3 Elections in the counties where tracks are located or are to be located for revocation of any permit and limiting such elections to once each four years; 4 Five per cent tax on bets; 5 Admission tax of 10 cents or 10 per cent; 6 Prohibiting horse races on Sundays or after 7:00 p. m. on any day; 7 Division of tax and license proceeds, 0,000 of the tax and license funds would be set aside for expenses of the commission; the remainder would be split equally between the teacher retirement fund; dependent children of veterans of World War I., the needy blind and old age assistance. .Vale indicated that he hasnt given up hope and that he again will try to get the bill into the legislative mill.
