Deny Permit for New Track I ALBANY, N. Y., May 24.— Holding that the time is not propitious for such ventures, the state harness racing commission yesterday denied permission to Mid-State Raceway, Inc., to construct a new track at Collamer, near Syracuse. The commission stated that its action was taken without prejudice. It held that construction _of the proposed track at this time would not serve the public interest because of the necessary curtailment in civilian use of vital and essential materials resulting from the present emergency.
