USTA Issues 1951 Permits; Simpson Listed as Top Driver COLUMBUS, Ohio. — Four New York State reinsmen and one from New Jersey-are among 50 who have been singled out for special consideration by the United States Trotting Association in the distribution of drivers licenses for the 1951 season. The association has adopted an achievement award system whereby licenses, .numbered one through 50, will be issued annually to the leading dash-winning drivers of the preceding campaign. The signal honor thus will be reserved for but a small percentage of the nations 3,200 active drivers. License number one will go .to John Simpson, of Chester, S. C, who topped the list in 1950 with 111 winning rides. Leader among the New York State reins-men was 27-year-old Billy Haughton, of Fultonville, who scored 86 victories and ranked seventh nationally. Haughton spent most of the 1950 season at the Metropolitan tracks, Roosevelt Raceway and Yonkers, but he also appeared occasionally on the Grand Circuit. The other three New York State reins-men in the top 50 were, like Haughton, from the central and western portions of the. state. The lone New Jersey representative was young Stanley Dancer, of New Egypt, who ranked 17th nationally with 66 wins. Sandwiched between Haughton and Dancer was the former Canadian reins-man, Lome Tolhurst, of Arcade, N. Y., who wound up 14th with 69 victories. Garland Garnsey, of Canton, stood 44th with 50 wins and Lou Rapone, of Caledonia, squeezed into the honor list by posting 48 victories good for the 50th spot. Rounding out the top five behind Simpson were Dei Miller, Meadow Lands, Pa., 108 ; Joe OBrien, Canada, 103 r Harry Burright, Mendota, TJL, 95, and Bill Harvey, Canada, 93.
