Tobin Offers Steel Plan PHILADELPHIA, Pa., May 14.— Secretary of Labor Maurice J. Tobin said today that the "only way to settle the steel dispute" is for the industry to accept the Wage Stabilization Boards recommendations for a 26 cents an hour raise to the CIO United Steel Workers. Soviets Lift Patrols Ban BERLIN, Germany, May 14.— The Russians lifted their ban on Allied military patrolling of Berlins lifeline highway to the west tonight, but Allied authorities awaited a possible new harassing move at any hour. Sees Smaller Housing Down Payments WASHINGTON, D. C, May 14.— A top government housing official said today down payment requirements may be eased soon on houses costing more than 2,000. The present credit restrictions are more severe on houses costing over that sum than on cheaper ones. Calls Trieste Move Infringement LONDON, England, May 14. — Yugoslavia made public today a note to the United States and Britain declaring that their agreement to give Italy more voice in the Trieste free territory administration was "a grave infringement of the right and interests of Yugoslavia." Sieminski D.-N.J. asked a House judiciary subcommittee today to approve legislation to abolish the multi-billion dollar Port Authority of New York. Slash Red Rail System SOEUL, Korea, May 14— Air Force, Navy and Marine fighter-bombers slashed the Communist rail system in North Korea in one of the heaviest attacks of the year today, blasting rolling stock and severing the rails in 178 places.
