Frank M. Otis, Sr., Is III; Unable to Fill Detroit Posts DETROIT, Mich., May 14.— Frank M. Otis, Sr., one-time riding star and for many years a top racing official, will be unable to fill his regular posts at the Michigan Racing Associations Detroit race track and the Hazel Park course this season. According to word from Otis home city, New Orleans, the local tracks clerk of scale became quite ill last week and physicians have advised a long rest. Frank Otis, Jr., who broke in as a racing official several years ago, is now a member of the U. S. Marine corps and he has been on combat duty in Korea since March 17. When young Otis returns to civilian life he plans to get back in the thoroughbred sport.
