Stewards Duties Conflict BEL AIR, Md., May 27. Because Delaware Park, opening Thursday, conflicts three days with Bel Air and 10 days with Cumberland, starting June 10, Joseph F. Flanagan, state steward for the Maryland tracks, will be forced tq. pass up a good portion of the Stanton meet. Being the senior steward and the representative of the Maryland Racing Commission, Flanagan" will be obliged to fulfill his duties at both tracks. Flanagan said that during his absence from the Delaware Park stewards stand, Walter M. Jeffords, well-known horse breeder and a steward-at-large for the New York Jockey Club, will take his place. The other two stewards at Delaware are Calvin Rainey and George Brown Jr.
