Commission Rulings Reported -to Daily Racing Form TORONTO, Ont., May 27. The Ontario Racing Commission yesterday announced the following rule changes: "Pursuant to rule 261 b, a time allowance of 157 calendar days is granted to apprentice jockey Robert Whyte as of May 21, 1952. "Thoroughbred racing only. "1. Paragraph 1 d of directive No. 13, 1951, is amended so that it will read as follows: "d Horses owned by other than Canadian citizens or purchased by Canadian citizens outside of Canada which have not won at a claiming price of ,000 or over in 1951 or 1952, but sub-paragraph 1 d shall not apply to: "I Horses which have not started for a claiming price, of less than ,000 in 1952; "n Horses owned by Canadian owners, taken out of Canada, and brought back to Canada, still owned by Canadian owners. "Z: The operation of rule 103 of the rules of racing is suspended until further notice, effective May 19, 1952." LOS ANGELES, Calif., May 27. At a meeting held yesterday, at which the 1953 date schedule was tentatively drawn up, the California Horse Racing Board, also took the following action: Revoked the license of owner George V. Ranney for violation of rule 319 anent the false registration of the horse Dixie Peach. In effect, continued in good standing trainer C. E. Logan, who had trained Dixie Peach. It was brought out that Logan had no knowledge of the incident and had taken the horse to train in good faith. Granted an application for a trainers license to Ernest F. Mudge. Deferred action on the application of Howard K. Pore, for an owners license. Continued the suspension of pari-mutuel clerk A. Lincoln Castle, who did not appear for hearing. Took no action, in effect a denial, on the application of former jockey Thomas Mansor for an exercise boys license. Took no action ,also in effect a denial, on the application of Tony Dam-iano for an owner and trainers li- cense. Reinstated the exercise boys licenses of Melvin "Tuffy" Morlan and Donald Leroy Eckert. Denied the application of former trainer Larry J. Rose for a grooms license. Continued the suspension of former groom Albert Purcell, who did not appear for hearing. Deferred action on the application of George Galea for an owners license. Galea will appear at the next meeting of the board. Denied the application of Harold A. Apperson for a pari-mutuel clerks license. Denied the application of Robert M. Barton for a trainers license. Granted a license to Del Mar Turf Club- to operate its meeting July 22 through September 6. Extended the apprentice allowance of jockey Pete Moreno to August 28, 1952. Approved the stabling of quarter horses by the Solano County Fair at the Vallejo Ranch, formerly known as the Bill Stremmel Ranch. Stremmel is not now living on the property.
