Charles Opens HBPA Office OCEANPORT, N. J., June 6.— W. E. Charles, Jr., secretary of the Horsemens Benevolent and Protective Association, has opened offices in the barn area at Monmouth Park for the convenience of horsemen stabled at the seaside track. He will remain on duty throughout the coming June 14-August 9 racing season.
