Dougherty Appointed Member Of Harness Commission SPRINGFIELD, HI., June 26.— The appointment of Paul S. Dougherty of La Grange to the Illinois Harness Racing Commission was announced yesterday by Governor Stratton and was almost immediately confirmed by the Senate, 42 to 0. Dougherty, 61, maintains a harness stable of 17 horses and is the first Cook County appointee to the commission since its creation in 1945. He succeeds R. A. Warren of East Moline and his term is for six years. Dougherty is the president of two Chicago metal coating firms. Eugene J. Hayes of Du Quoin is chairman of the commission, and Edwin V. Champion is the other member.
