SPEAKS FOR 15 PER CENT CUT WASHINGTON, D. C, Oct. 3. Continuing managements presentation of its case for the proposed 15 per cent wage cut before the presidential emergency board, Dr. J. H. Parmelee, director of the Bureau of Railway Economics, said today that the railway industry as a whole, taking the amount of net capital as calculated by the I. C. C, is less than the carriers property investment, is less than the latest valuation of the commissions bureau of valuation and is less than the latest lump sum valuation placed on railway carrier property by the I. C. C.
