REGISTER FOREIGN AGENTS WASHINGTON, D. C, Oct. 15. Despite several warnings that agents of foreign principals who fail to register with the state department will be subject to prosecution, registrations today, more than a week after the legal deadline, totaled only 130 individuals and corporations. The department made public today several additional registrations. These included: Dominican Chamber of Commerce of the United States, Inc., New York; Westel W. Willoughby, Washington, agent for the Chinese government; The Pal-cor Agency of New York, engaged in distributing news of Palestine Jewish interests in the United States; The American Swedish News Exchange, Inc., of New York, engaged in the exchange of news and promotions of relations between the United States and Sweden.
