I I 1 TOWING CRAFT TIED UP NEW YORK, N. Y., Oct. 15. A strike called early today had tied up 75 towing crafts within a few hours and it was predicted that by noon the balance of the tow fleet would be out of service. Seriousness of the strike became apparent immediately when fifteen tugs, which low garbage scows of the Department of Sanitation and eight which haul coal to electric light power stations, were included among those tied up. Passenger shipping also faced hazardous conditions. The liner Nieuw Amsterdam was an-I chored at quarantine, her master undecided whether to attempt to bring her in without assistance of tugs or ride out the strike in the hope that it would soon end
